Matotoka Sefadu road rehabilitation project

BACKGROUND: The Matotoka-Sefadu Road (120 km) is located in the districts of Tonkolili and Kono in the Northern and Eastern Provinces of Sierra Leone. 

 

The movement of goods and services in the Northern and Eastern Provinces has been impeded by the bad state of its its road network, with great difficulty being experienced in the movement of agricultural foods and passengers.

The project road forms part of the core road network identified by the GOSL. The rehabilitation of the Matotoka-Sefadu road forms an integral part of the National Transport Strategy Investment Plan (NTSIP). The road section would complement the provision of unhindered access from Freetown to Kono District, Sierra Leone’s key mining and agricultural region. The Government of Sierra Leone (GOSL) requested the Bank in 2006 to finance a Feasibility Study as well as a Detailed Engineering Design for the Matotoka-Sefadu Road, which can play a key role in the socio-economic, political, administrative and regional integration of Northern/Eastern Districts of Sierra Leone. The bank funded the studies through a UA 1.99 million (US$2.9 million) ADF Grant. The studies that commenced in 2008 were finalized in November 2010. Following the completion of the Matotoka-Sefadu road studies the GOSL submitted a financing request to the bank seeking the bank’s assistance in funding the implementation of the project, the costs for which had been estimated at about USD 62 million (for the Double Bituminous Surface Treatment – DBST option) for the entire length of the road Matotoka-Sefadu.

A Preparation Mission for the project was fielded by the bank in May/June 2011. During the preparation mission it was noted that the allocation for the project under ADF-12 of UA 20 million (equivalent to about USD 32 million) was inadequate to cover the full project costs. A p for the project implementation was therefore recommended by the bank; Phase 1 (Matotoka – Yiye Section, 70 km) and Phase (Yiye – Sefadu Section, 50 km and Urban Section in Koidu town). The GOSL undertook to source for additional project funding through co-financing and other sources, to address the financing gap. OPEC Fund for International Development (OFID) has agreed to provide US$ 10 million. NEGOTIATION OF THE PROJECT African Development Bank on Wednesday 14th March 2012 at the ADB Sierra Leone Field Office.

 

The total amount of the fund provided for the Project by the ADB is UA 22.0 million (US& 34.35 million) and it is being financed from three windows of the AFDB as follows:- Grant Protocol Agreement between the Republic of Sierra Leone and the African Development Fund lon behalf of the Fragile States Facility for financing the Matotoka-Sefadu Road Rehabilitation Project, Section 1: Matotoka-Yiye for UA 12.0 million; Grant Protocol Agreement between the Republic of Sierra Leone and the African Development Fund for financing the Matotoka-Sefadu Road Rehabilitation (Project, Section 1: Matotoka-Yiye for UA 6.82 million; and Loan Agreement between the Republic of Sierra Leone and the African Development Fund for financing the Matotoka-Sefadu Road Rehabilitation Project Section 1: Matotoka-Yiye for UA 3.18 million. The amount that is being provided by OFID (US&10.0 million) will be enough to provide the short fall needed to construct the Section 1 Matotoka-Yiye) of the Project.
